Dr Victoria Galan-Muros is a globally recognized expert in higher education policy, management, engagement and innovation. With a career spanning 50+ countries, she operates at the intersection of universities, businesses, and policymakers, shaping the future of higher education worldwide.
As a leading policy analyst, researcher, and advisor, Victoria has co-authored 120+ technical reports and 60+ academic publications. She has taught at 15 universities across four continents, led executive training programs internationally, advised ministers, university rectors, and CEOs, as well as delivered 170+ keynote speeches, panels, and invited talks on global higher education.
Currently, Victoria serves as the Chief of Research and Analysis at UNESCO-International Institute for Higher Education and is a higher education expert for the European Commission (Brussels). Previously, she co-founded and led Innovative Futures Institute. was research director at the Global Institute on Innovation Districts (New York), policy analyst at the OECD (Paris), senior associate consultant at Technopolis Group (London), and policy director at the University-Industry Innovation Network (Amsterdam), among other positions.
